A study designed to appeal to the Missouri taxpayer who the committee estimates would save $30,000,000 over six years by integrating Missouri schools instead of chasing a more expensive "separate-but-equal" policy (which has failed to provide equal educational opportunities for white and black students). This report followed two previous committee reports, Human Rights in Missouri: A Study of Discriminatory Practices (1949) and Missouri's Two State Universities: A Comparative Study in Educational Offerings (1949).
